There is a misnomer that balikbayans are exempted from paying taxes when they ship their vehicles.
The truth is they need to pay taxes for their vehicles. The tax exemption is only for their household goods and furnitures.
The reason behind this is to protect the local automotive economy from the entry of foreign made automobiles.
However, shipping an automobile is a priviledge limited to balikbayans and diplomats only.
